Lost both keys with remote for Honda civic 2006, just have the valet key!!?

I have lost both the keys , i just have the valet key. I see many ads in ebay on keys for Honda Civic 2006. If I get such a key, can i use it to program it myself and then cut the key. They were also quoting about the FCC id and IC id, please provide

Dealer is your best bet, $350 is WAAAAAY too much.
Honda Dealer shouldnt charge more than $75 a piece.
