Would a partially blocked fuel filter cause the egr valve to need replacing?

I have been having a few probs with me car, mainly stalling loss of power surging, reduced fuel efficiency so i had the fuel filter replaced on the advice of the gagarge, i still had the prob after changing it and now they are saying that its the egr

Find a different mechanic. The fuel filter shouldn't have ANY influence on what the EGR valve does or doesn't do.
The guy doesn't know what is causing your problem and he's just changing parts and hoping he gets lucky.
