Can anyone tell me what raw plugs/fixings i need for reema built housing?

I have a reema built war house and have been trying to put shelves up but they do not want to stay up! it must be possible since the kitchen cabinets and radiators are secure, and previous owners have hung pictures and shelves. what am i doing wrong?
reema houses are a pain to drill ...the walls are reinforced concrete ..with steel built in ..biggest problem is when you drill you often or all ways hit the reinforcing ..however i all ways use a 6.5 masonry drill bit but you can use 7 then brown
